Does self-stick wall border have a shelf life?

I bought 4 packages of self stick wall border on ebay for my sons room and it just isn’t very sticky. I am wondering if it could be old. What do you think??

No. What you bought is probably removable, and won’t be as sticky because of the removability. If it doesn’t stick well, just use wallpaper paste to put it up.
